Phase 3 – Impact Assessment by the Agency (2 of 2)

As you now know, the Impact Assessment phase is the third phase of the overall impact assessment process. It begins when the Agency posts a notice on the Canadian Impact Assessment Registry (the Registry) that it is satisfied that the proponent has provided the required information and studies. During this phase, the Agency with support from federal authorities and other participants, assesses potential effects and impacts related to a designated project.

The sequence for the Impact Assessment phase for Agency-led reviews is as follows:

The Agency accepts the Impact Statement and issues a notice indicating that the proponent has provided all required information and studies (Beginning of 300 day impact assessment time).

The Agency and federal authorities conduct a technical review of the Impact Statement.

3. The Agency drafts an Impact Assessment Report and potential conditions.

The Agency continues to consult and engage Indigenous groups and engage the public, including by seeking views on the draft Impact Assessment Report and potential conditions.

The Agency considers comments received and finalizes the Impact Assessment Report and potential conditions.

The Agency forwards the Impact Assessment Report and potential conditions to the Minister (End of 300 day impact assessment time).

Impact Assessment Report

Document, prepared by the Agency or the Review Panel, summarizing the impact assessment process that takes into consideration the information and analysis by the proponent and associated perspectives, including of federal authorities, Indigenous groups, the public and provincial, territorial, or Indigenous jurisdictions. The Impact Assessment Report must provide sufficient information for the Minister of Environment and Climate Change or Cabinet to support the public interest decision.

Impact Statement

Detailed technical document prepared by the proponent as per the requirements set out in the Tailored Impact Statement Guidelines.

Conditions

The requirements included in a Decision Statement issued by the Minister of Environment and Climate Change with which the proponent of the designated project must comply. These include mitigation measures and follow-up program requirements.
