The Impact Assessment Process
The impact assessment process is divided into 5 phases. Below, we have provided you with the primary focus for each phase:

Phase 1 – Planning
The prime focus of the Planning phase of the impact assessment process is to engage with the public and Indigenous peoples on relevant views and knowledge, determine whether a project requires an impact assessment, and, if an impact assessment is required, develop planning tools to guide the process including the Tailored Impact Statement Guidelines.
Phase 2 – Impact Statement
The prime focus of the Impact Statement phase of the impact assessment process is for the proponent to develop an Impact Statement that evaluates the potential effects and impacts of a project in accordance with the requirements outlined in the Tailored Impact Statement Guidelines.
Phase 3 – Impact Assessment
The prime focus of the Impact Assessment phase of the impact assessment process is for the Agency or a review panel to assess the potential effects and impacts related to a designated project (with support from federal authorities and other participants). This assessment draws on information provided by the proponent in the Impact Statement.
Phase 4 – Decision-making
The prime focus of the Decision-making phase of the impact assessment process is determining if the adverse effects of the project within federal jurisdiction, and the adverse direct or incidental effects (resulting from federal decisions), indicated in the Impact Assessment Report are in the public interest. The determination will consider the public interest factors set out in the IAA including the extent to which adverse effects are significant.
Phase 5 – Post-decision
The prime focus of the Post-decision phase of the impact assessment process is to ensure compliance with the conditions set out in the Decision Statement. The proponent is responsible for implementing these conditions, which include mitigation measures and a follow-up program. The Impact Assessment Agency (the Agency) is responsible for promoting compliance with the Decision Statement’s conditions, and, where necessary, enforcement.
