Roles and Responsibilities
Designated projects go through a Planning phase where the public and Indigenous peoples are invited to provide information and contribute to planning the assessment. Primary planning roles and responsibilities include those for:

Proponent:
The proponent prepares the Initial Project Description and Detailed Project Description, including the Response to the Summary of Issues.
The Agency:
- Reviews items submitted by proponent
- Prepares the Summary of Issues
- Determines whether an impact assessment is required
- Develops the Cooperation Plan, Indigenous Engagement and Partnership Plan, Public Participation Plan, Permitting Plan, and the Tailored Impact Statement Guidelines
Indigenous Groups:
- Indicate how they would like to be engaged and consulted
- Collaborate on development of the Indigenous Engagement and Partnership Plan
- Comment on the Initial Project Description
- Inform the Summary of Issues and the Tailored Impact Statement Guidelines
Other Jurisdictions:
Other jurisdictions contribute to the Cooperation Plan.
The federal authorities:
- Review items submitted by the proponent
- Contribute to the Summary of Issues, Permitting Plan, and Tailored Impact Statement Guidelines
The public:
- Comments on the Initial Project Description
- Contributes to the Summary of Issues, Public Participation Plan, and Tailored Impact Statement Guidelines
- Participates in engagement opportunities
